The CSS (Central Superior Services) examination is Pakistan's most prestigious competitive examination, conducted by the Federal Public Service Commission (FPSC) to select officers for Pakistan's central civil services. CSS officers go on to serve in the Foreign Service of Pakistan, Police Service of Pakistan, Pakistan Customs Service, Inland Revenue Service, and dozens of other elite cadres that administer the country's most important functions. The PMS (Provincial Management Service) examinations, conducted by Provincial Public Service Commissions, follow a similar format and standard for provincial-level civil service selection. Together, CSS and PMS represent the pinnacle of Pakistan's competitive examination system — and preparation for them demands the most serious, systematic approach available.
The CSS examination covers compulsory subjects including English Essay, English Précis and Composition, General Knowledge (Every Day Science, Pakistan Affairs, Current Affairs, and Islamic Studies or Governance), and six optional subjects selected from a wide menu spanning social sciences, sciences, law, and humanities. The English components are where the most candidates fall short — not because Pakistani graduates cannot speak English, but because CSS English demands a very specific kind of formal, analytical, and precisely structured writing that most candidates have never been explicitly taught.
The CSS English Essay paper requires candidates to write a substantial analytical essay of 2,500–3,000 words on one of several challenging topics, demonstrating command of argument structure, evidence use, formal register, and stylistic variety. The Précis paper requires reducing a passage of approximately 300 words to exactly one-third of its length while preserving all essential information — a skill of compression and prioritisation that is far more demanding than it sounds. CSS preparation is most effective when started at least 12 months before the examination and structured into daily practice rather than intensive short bursts. The breadth of the examination — English, Current Affairs, Pakistan Affairs, Islamic Studies, and six optional subjects — means that candidates who begin late almost always neglect one or more sections, and every neglected section costs marks that are very difficult to recover.
English preparation should run in parallel with all other subjects, not sequentially. Write one English essay per week from the very beginning of your preparation — not perfect essays, but complete ones, timed at three hours. Every essay you write trains your analytical thinking, your argument structure, and your fluency under pressure. Keep all your essays and compare them monthly: improvement will be visible, and the comparison is motivating.
For précis, practise daily with short newspaper articles or passages from quality English prose. Take a 300-word passage, identify its essential points (typically four to six), and write a 100-word précis that includes all of them in connected, smooth prose. The common errors are including examples and elaborations that do not belong in a précis, and using the précis as a paraphrase rather than a compression. A précis reader should get all the information of the original in one-third of the time; they should not notice anything is missing.
For current affairs, daily reading of quality English and Urdu journalism is essential from day one. The Pakistan Security Report, Dawn, The News International, and international sources like BBC World and The Economist provide the coverage CSS questions draw on. Keep a running current affairs notebook, summarising one major story per day in two sentences. At examination time, this notebook becomes your revision resource.
